Biography
Joseph Berger is a strategic and persuasive advocate with considerable experience in administrative law, health law, professional regulation, and tribunal level litigation. Joe’s calm and thoughtful demeanor allows him to successfully navigate challenging legal disputes to advance his clients’ best interests.
Joe joined Stieber Berlach after practicing for several years as in-house counsel at two large provincial professional regulators and a leading litigation boutique where his practice focused on regulatory prosecution work. His practice includes a diverse range of litigation including healthcare, professional negligence, and class actions.
Joe has appeared as counsel before numerous administrative boards and tribunals, as well as Ontario’s Superior Court of Justice, Ontario’s Court of Appeal, and inquests of the Office of Ontario’s Chief Coroner.
Joe has served as a member of the University Health Network’s Research Ethics Board and as an Executive Member of the Ontario Bar Association’s Health Law section. He has also been a repeat instructor in the Osgoode Certificate in Health Law program.
Joe is a member of the Advocates’ Society. He has been recognized by Best Lawyers in Canada: Ones to Watch ™ in the areas of Health Care Law and Professional Malpractice Law.

- Acted as prosecution counsel for colleges of regulated professionals before discipline committees.
- Acted for the University of Toronto in the prosecution of academic offences before the University’s internal tribunal.
- Appeared as co-counsel representing the Empowerment Counsel in Inquests of Ontario’s Chief Coroner.
